This indicator is proposed as an indicator for Sustainable Development Target 04.2
By 2030, ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education.

Organisations
UNESCO-UIS will compile data from household surveys conducted by other organizations.
Instruments
One possible source is the ECDI from MICS but other sources should be explored in order to ensure that the range of characteristics and their levels are relevant in all parts of the world. This is expected to take 3-5 years to achieve.
The ECDI is currently available for about 30 countries.
