A driver is a condition that creates, motivates, or fuels goals or changes in an organization or community.

Drivers may be internal, in which case they are usually associated with a stakeholder. They may also be external.

For instance climate change motivates sustainable development "goal" (changes to a macro level Course of Action) #SDG13 - Take urgent action to combat climate change and its impacts.

The name of a driver should preferably be a noun.
