A Legal Interoperability Agreement is an architectural building block of the EIRA Legal view supporting the Legal interoperability layer of the European Interoperability Framework.
It is included in the Enabler grouping Key Interoperability Agreement Enablers.


Legal Interoperability Agreement is a specialisation of Contract. It is the means through which Legal Authorities mandate specific Legal Interoperability Specifications, ensuring organisations (operating under different legal frameworks,
policies and strategies) are able to work together.


The Legal Interoperability Agreement ABB is a key interoperability enabler because it supports legal interoperability by providing cooperation agreements needed to allow the seamless exchange of information between different organisations, regions and countries.

The following implementation is an example on how this specific Architecture Building Block (ABB) can be instantiated as a Solution Building Block (SBB):

Treaty of Lisbon
The European Union is based on the rule of law. This means that every action taken by the EU is founded on treaties that have been approved voluntarily and democratically by all EU member countries. For example, if a policy area is not cited in a treaty, the Commission cannot propose a law in that area.
A treaty is a binding agreement between EU member countries. It sets out EU objectives, rules for EU institutions, how decisions are made and the relationship between the EU and its member countries.
The Lisbon treaty clarifies which powers:

  • belong to the EU
  • belong to EU member countries
  • are shared.

The goals and values of the EU and are laid out in the Lisbon Treaty and the EU Charter of fundamental rights.
