An organisation is an architectural building block of the EIRA Organisational view supporting the Organisational interoperability layer of the European Interoperability Framework.


Organisation is a specialisation of Business actor. It is an entity that provides and/or consumes Public Services.

  • One kind of organisations1 are public administration units or any entity acting on their behalf, or EU institutions or bodies. A Public Organisation is any organization that is defined as being part of the public sector by a legal framework at any level.
  • (Private sector) organisations are entitled to public services, they have rights and duties, following their legal incorporation. It is therefore convenient to use the term legal person for them, in contrast with the natural person who is in the capacity of Citizen.
