The Digital Single Market (DSM) strategy designates the 2014-2019 strategy of the European Commission for the best possible access to the online world for individuals and businesses.

It meant to ensure the free movement in the EU of goods, persons, services and capital and was built on three pillars:

  1. improved access for consumers and businesses to digital goods and services across Europe;
  2. creating the right conditions and a level playing field for digital networks and innovative services to flourish;
  3. maximising the growth potential of the digital economy.

It is referenced in the European Interoperability Reference Architecture which seeks to meet several requirements in order to attain interoperability.


The Digital Single Market strategy is being succeeded by a Commission Priority for the 2019-2024 period: A Europe fit for the digital age.
