A competence goal is defined as a state of skills and knowledge in a competence area that a stakeholder may achieve.
There is some background discussion about the relationship between the terms competence goal, competence area, skills and knowledge in a keynote lecture by Jens Rasmussen[1].
[2] gives an overview of the competence goals of Norwegian local curricula in basic skills for adults. These are listed in the table below and are based on the curricula in the Knowledge Promotion Reform and the Framework for Basic Skills prepared by the Norwegian Directorate of Education and Training. They can be used as an aid in adapting learning content to adults, irrespective of the setting in which this learning takes place.
