The Harmonized Commodity Description and Coding System (HS, Harmonized System) matters for #SDG12 and international trade as it classifies products and services.

It is used by more than 200 countries (list maintained by WCO), for instance in the determination of customs and excise duties, see for instance at Singapore Trade Classification, Customs & Excise Duties 2012 or the Explanatory notes to the Combined Nomenclature of the European Union OJ C 76, 4.3.2015, p. 1–388 which is available in the official languages of the EU (BG, ES, CS, DA, DE, ET, EL, EN, FR, HR, IT, LV, LT, HU, MT, NL, PL, PT, RO, SK, SL, FI, SV).

The Harmonised system is revised every 5 years. Its 2022 version is available from the World Customs Organization: Harmonized System Nomenclature 2022.

Issues

  • The set of codes may not be covering all products with economic significance, for instance forest products.
  • More countries should adobt the Harmonized System.
  • The system should be regularly checked for sufficient coverage (see also Classification in the Interaction Dictionary).
